各單位：

我協(xié)會(huì)擬在2026年1月-2月舉辦“浪琴表”2025年度中國(guó)馬術(shù)場(chǎng)地障礙年終總決賽，現(xiàn)對(duì)該賽事運(yùn)營(yíng)承辦方公開(kāi)招選。招選內(nèi)容及要求如下：

To All Relevant Organizations:

The Chinese Equestrian Association (CEA) plans to host the Longines 2025 China Show Jumping Final between January and February 2026, and is now conducting a public selection for the organizer of this event. The details and requirements of the selection are as follows:

一、招選賽事名稱、級(jí)別及地點(diǎn)

I. Event Name, Level, and Location

名稱：“浪琴表”2025年度中國(guó)馬術(shù)場(chǎng)地障礙年終總決賽（1場(chǎng)）

Name: Longines 2025 China Show Jumping Final

級(jí)別：國(guó)際馬聯(lián)CSI3*或CSI2*（CSI3*優(yōu)先）

Level: FEI CSI3* or CSI2* (CSI3* is preferred)

地點(diǎn)：廣東省深圳市光明國(guó)際馬術(shù)中心

Location: Guangming International Equestrian Centre, Shenzhen, Guangdong Province

二、投標(biāo)單位資質(zhì)要求

II. Qualification Requirements for Bidding Units

(一) 投標(biāo)單位必須是在中華人民共和國(guó)境內(nèi)依法注冊(cè)的具有獨(dú)立法人資格的企事業(yè)單位或政府主管部門(mén)；投標(biāo)單位具有承辦體育活動(dòng)許可的獨(dú)立法人資質(zhì)的機(jī)構(gòu)；

1.The Bidding Unit must be an enterprise, public institution, or competent government department legally registered within the People's Republic of China, possessing independent legal person status; The Bidding Unit must be an institution with independent legal person qualification licensed to organize sports activities.

(二)接受聯(lián)合體投標(biāo)，接受法人為同一人的兩個(gè)公司投標(biāo)。投標(biāo)單位允許與外國(guó)顧問(wèn)或外國(guó)馬術(shù)賽事組織者合作并共同組織活動(dòng)，投標(biāo)單位對(duì)其負(fù)完全監(jiān)管責(zé)任。

2. Joint venture bids are accepted. Bids from two companies with the same legal representative are accepted. Bidding Units are permitted to cooperate with foreign consultants or foreign equestrian event organizers in jointly organizing the event; the Bidding Unit shall bear full regulatory responsibility for such partners.

（三）投標(biāo)單位無(wú)不良信用記錄；

3. The bidding entity shall have no bad credit records.

(四) 投標(biāo)單位須具備以下資質(zhì)條件：具有承辦體育活動(dòng)許可的獨(dú)立法人資質(zhì)的機(jī)構(gòu)；

4. The bidding entity must meet the following qualification requirements: an institution with independent legal person qualification and permission to host sports activities.

（五）投標(biāo)人有大型馬術(shù)賽事活動(dòng)組織經(jīng)驗(yàn)（國(guó)際馬聯(lián)CSI2*及以上賽事），在人員、設(shè)備、資金等方面具有承擔(dān)與本項(xiàng)目實(shí)際情況相匹配的專業(yè)運(yùn)營(yíng)能力；

5.The bidder shall have experience in organizing large-scale equestrian events (FEI CSI2* and above events), and possess professional operation capabilities in terms of personnel, equipment, funds, etc., which are matched with the actual situation of this event.

（六）投標(biāo)單位的運(yùn)營(yíng)團(tuán)隊(duì)主要人員具有國(guó)際馬術(shù)賽事活動(dòng)組織運(yùn)營(yíng)經(jīng)驗(yàn)者優(yōu)先考慮；

6. Priority will be given to Bidding Units whose core operational team members possess experience in organizing and operating international equestrian events.

(七)賽事所需部分經(jīng)費(fèi)由投標(biāo)單位自籌，投標(biāo)單位近三年財(cái)務(wù)狀況良好，具有足夠的流動(dòng)資金來(lái)承擔(dān)本項(xiàng)目，有能力協(xié)調(diào)安排與活動(dòng)規(guī)模相適應(yīng)的交通、食宿等條件；

7.Part of the event funding must be self-raised by the Bidding Unit. The Bidding Unit must demonstrate sound financial standing over the past three years, possess sufficient liquid capital to undertake this project, and have the ability to coordinate and arrange transportation, accommodation, and other facilities corresponding to the scale of the event.

三、賽事承辦要求

III. Event Organization Requirements

(一)接受中馬協(xié)對(duì)賽事籌備工作的監(jiān)督與指導(dǎo)，自覺(jué)遵守相關(guān)體育競(jìng)賽法規(guī)，遵守體育道德規(guī)范。

1.Accept supervision and guidance from CEA regarding event preparations, consciously comply with relevant sports competition regulations, and adhere to sporting ethics.

(二)接受中馬協(xié)在賽事計(jì)劃安排、制定及審核競(jìng)賽規(guī)程、各類補(bǔ)充通知與秩序冊(cè)等方面的領(lǐng)導(dǎo)和安排。

2. Accept the guidance and arrangements of CEA concerning event scheduling, formulation and approval of Competition Rules, various supplementary notices, and the Schedule.

(三)須取得賽事舉辦地省級(jí)體育主管部門(mén)的同意。

3. Must obtain approval from the provincial-level sports administrative department of the event location.

(四) 需接受中馬協(xié)選派裁判，確保為參賽者提供公平、公正、專業(yè)的競(jìng)賽服務(wù)。

4.Must accept the assignment of officials (Judges, Stewards.) by CEA to ensure fair, impartial, and professional competition services for participants.

(五)收取的參賽費(fèi)用標(biāo)準(zhǔn)（包括報(bào)名費(fèi)、馬廄費(fèi)、草料費(fèi)等）須通過(guò)中馬協(xié)審核，不得擅自定價(jià)。

5.Fees charged to participants (including entry fees, stabling fees, forage fees, etc.) must be approved by CEA and shall not be set without authorization.

(六)應(yīng)聘請(qǐng)足夠數(shù)量的工作人員，并支付相應(yīng)的勞務(wù)費(fèi)用。

6.Must hire a sufficient number of staff and pay corresponding remuneration.

(七)需要辦理公安、交通、工商、衛(wèi)生、稅務(wù)、無(wú)線電管理等其它審批手續(xù)的,應(yīng)當(dāng)按照有關(guān)規(guī)定辦理。

7. Must handle all other necessary approvals (e.g., public security, traffic control, commerce, health, taxation, radio management) in accordance with relevant regulations.

(八)需在中馬協(xié)批準(zhǔn)后方可進(jìn)行廣告征集、接受贊助等工作。接受贊助或獲取廣告收入的,雙方當(dāng)事人應(yīng)當(dāng)訂立書(shū)面合同并報(bào)主辦單位備案。

8.Advertising solicitation and sponsorship acceptance activities may only commence after approval by CEA. Sponsorship agreements or advertising revenue contracts must be executed in writing and filed with the Organizing Committee (CEA).

（九）比賽冠名權(quán)歸中馬協(xié)所有。

9.The event naming rights belong to CEA.

（十）為保證賽事順利進(jìn)行，中馬協(xié)、贊助商或政府部門(mén)將視賽事最終級(jí)別及規(guī)模給予一定經(jīng)費(fèi)補(bǔ)貼，不足部分須由承辦方補(bǔ)齊。

10. To ensure the smooth operation of the event, CEA, sponsors, or government departments may provide a certain level of funding subsidy based on the final event level and scale. Any deficit shall be covered by the Organizer.

四、申辦材料

IV. Bid Submission Materials

投標(biāo)單位在符合所有資質(zhì)要求并自愿遵守賽事承辦要求的情況下，需提供以下投標(biāo)材料：

Bidding Units meeting all qualification requirements and voluntarily agreeing to comply with the Event Organization Requirements must submit the following bid documents:

(一)有效營(yíng)業(yè)執(zhí)照及法定代表人身份證復(fù)印件；

1.Valid Business License and copy of Legal Representative's ID card.

(二)信用中國(guó)網(wǎng)站出示的信用報(bào)告；

2. Credit report from the "Credit China" website.

(三)辦賽經(jīng)費(fèi)預(yù)算（CSI3*及CSI2*）；

3.Event budget (for both CSI3* and CSI2* levels).

(四)近3年財(cái)務(wù)報(bào)告；

4.Financial reports for the past three (3) years.

(五)承辦意向書(shū)；

5. Letter of Intent to Organize.

(六)承辦單位及團(tuán)隊(duì)主要人員簡(jiǎn)介；

6. Profile of the Organizing Unit and key personnel of the team.

(七)賽事規(guī)劃和賽事籌備方案；

7.Event plan and preparation proposal.

(八)舉辦過(guò)的國(guó)際馬術(shù)賽事情況簡(jiǎn)介，主要運(yùn)營(yíng)人具有國(guó)際體育賽事活動(dòng)經(jīng)驗(yàn)及能力的證明材料；

8. Brief description of international equestrian events previously organized; supporting documents demonstrating the core operational personnel's experience and capability in organizing international sports events.

(九)安全保衛(wèi)方案和突發(fā)事件應(yīng)急預(yù)案；

9. Security plan and emergency response plan for unexpected incidents

(十)其他滿足申辦要求的有關(guān)材料。

10. Other relevant materials demonstrating compliance with the bidding requirements.

五、材料提交地點(diǎn)和時(shí)間

V. Submission Location and Deadline

投標(biāo)單位須將標(biāo)書(shū)的電子版和紙質(zhì)版一并提交(紙質(zhì)材料三份，并通過(guò)電子郵件提交電子版材料一份)。投標(biāo)材料紙質(zhì)版標(biāo)書(shū)及電子郵件的標(biāo)題中統(tǒng)一為：“XX單位關(guān)于投標(biāo)2025年度中國(guó)馬術(shù)場(chǎng)地障礙年終總決賽的文件材料”，同時(shí)注明聯(lián)系人和聯(lián)系方式。

Bidding Units must submit both electronic and hard copies of the bid documents (Three (3) hard copies; one (1) electronic copy via email). The title for both the hard copy bid documents and the email submission must uniformly state: "Bid Documents from XX Organization for the 2025 China Show Jumping Final", clearly indicating the contact person and contact details.

六、評(píng)標(biāo)及協(xié)議簽署流程

VI. Bid Evaluation and Agreement Signing Process

(一)資質(zhì)初審 Initial Qualification Review:

協(xié)會(huì)收到投標(biāo)材料后對(duì)所有意向承辦的單位資質(zhì)進(jìn)行審核、評(píng)估，篩選出符合條件的單位進(jìn)入“現(xiàn)場(chǎng)評(píng)標(biāo)”環(huán)節(jié)。

CEA will review and assess the qualifications of all interested Bidding Units upon receiving bid documents. Qualified units will proceed to the "On-site Bid Evaluation" stage.

(二)現(xiàn)場(chǎng)評(píng)標(biāo) On-site Bid Evaluation：

參與評(píng)標(biāo)的單位、具體評(píng)標(biāo)時(shí)間及要求將根據(jù)初審情況另行公告。

Details regarding participating units, specific evaluation time, and requirements for the On-site Bid Evaluation will be announced separately based on the initial review results.

(三)中標(biāo)公示 Announcement of Winning Bidder:

協(xié)會(huì)將在官方網(wǎng)站上公示中標(biāo)單位，公示期為5個(gè)工作日，具體時(shí)間另行公告。

The winning bidder will be announced on the official CEA website for a publicity period of five (5) working days. The specific announcement time will be notified separately.

(四)簽訂協(xié)議 Signing of Agreement

協(xié)會(huì)與中標(biāo)單位商定具體合作有關(guān)事宜，約定雙方的權(quán)利與義務(wù)，簽訂合作協(xié)議。

CEA and the winning bidder will negotiate specific cooperation matters, define the rights and obligations of both parties, and sign a cooperation agreement.
